Appointed for the election period, 14 Municipal Returning Officers assist the Municipal Electoral Officer in making it possible for voters to exercise their right to vote. They are responsible for the administrative conduct of the elections within their districts. They must also act as a financial and human resource manager, strategic planner, personnel recruiter, mediator and public relations officer.
